Fabulous Vicky – is it a seagull? Have you ever had a seagull take your chips or seen one, they are very brave and cheeky!
You could rearrange the kenning to have ‘chip taker’ at the bottom which would keep your reader guessing. I like the ‘beach dweller’, powerful vocabulary. 🙂
